There's a "Send Email" function in the admin module under the system menu. You can send out bulk emails either by project or group with this function.

Thanks for your response. I do not see that function. We are running Confluence 5.3.1. The only email options I see under the Confluence Admin panel is the Recommended Updates Email but that does not give me the options I want. It only gives me the option to change the frequency of emails.

when i went looking for that function, i was looking in JIRA. nonetheless, i would expect it would be available in Confluence as well. i'm also a super-admin in my instance so that could maybe it's permissioned away from the general admins

I am super-admin as well. I went poking around for this feature but it seems that Confluence doesn't have the same feature as JIRA.
