Disabling "Public service announcement" about Bamboo Cloud

How can we disable this message? We constantly see this message - many times a day.

We don't have the "Public Service Announcement" plug-in installed; this seems to be something direct from Atlassian.

Same here - I close it and it reappears on the very next page load. I don't use Bamboo, yet I've seen this message hundreds of times.

We are still seeing this and it is the end of Feb 2017!! How can we disable this?

I'm getting this for a different plugin. Super annoying. We already disabled the plugin and it's still showing up.
