So I can set up Hipchat to send alerts to a HipChat room if actions occur in a Confluence Space, but can it send alerts to a Hipchat room when things happen in a specific Confluence PAGE, not Space?

The integration is set at the space level but you can configure it to send a notice to HipChat every time any page is updated in the space, so you would be getting notifications about specific pages.
