We use Jira OnDemand and want to add Confluence OnDemand. The Confluence group would be a subset of the JIRA users and users that are not in the JIRA users group. This would give us a count of 10 JIRA users and 10 Confluence users, however these users may not the same users. The total number of unique users for both groups combined would be more than 10. We would have a 10 user license for each product. Can the users from the JIRA and Confluence apps be different users and well as subsets of each app? Some users work on projects and other users collaborate. Thanks!
Just a side note: you might get into trouble if you want an integration on application links level (https://confluence.atlassian.com/display/APPLINKS/Application+Links+Documentation) to work between your JIRA and Confluence.
We have found that it is much easier and predictable to configure and troubleshoot the integration issues when user base is the same

Just to re-confirm this: you can have 20 users, 10 in JIRA and 10 in Confluence and none in both and you will still be in the 10 user tier for each product. You pay for what you use.
