Have a multi reporter and assignee so we can allow relevant multi people have visibility of each ticket.

This is not possible by design. An issue can only be in the ownership of 1 person.
However, it is possible to add new (multi) user picker custom fields or even (multi) group picker custom fields to your jira issues. Using those you can add users or groups to your issues and make queries on dashboards or queue's to allow visibility for those users, and even use them in permission schemes.
