Avatars not showing in stream (when not logged in)

I have my Activity Stream open to the public, people dont have to log in to see it. But the avatars that are showing there are the default ones. If i login and check the activity stream again, i can see the avatars uploaded by that user.

Is this designed as is, or is this a setting i am missing? I've given all the rights to anonymous that they can see all in the activity stream. Perhaps i need something more for profiles too?

If you are not logged in to Jira, the activity stream creates the user profile with anonymous avatar images. It shows the personal avatars if you are logged into Jira.

You can verify this feature in the sources of the streams-jira-plugin.
