Make sure you are performing this as org admin
Now that Bitbucket Cloud has joined Atlassian Administration, workspaces are no longer created in Bitbucket, but rather in Atlassian Administration which means you can manage all your Atlassian products, integrations, and users in one place. also check if despite errors, the workplace was created.
In my case the process is still in progress, but workplace is already created and visible in all workplaces: https://bitbucket.org/account/workspaces/
