Looking similar Jira Server API on cloud API

We have been using the server api to open the dialog window in java server to clone the issue.

Similar API, I am looking at Jira Cloud API to open create dialog. How do I achieve in Cloud?

The below is the server api: 

fieldScreenRenderLayoutItem.getCreateHtml(this, this, getIssueObject(), displayParams)
