If you want to run an automation rule between 2 projects, your automation rule must be defined in global automation. You will need admin permissions in your Jira instance in order to do this.
Once you're there, you should be able to add both projects to the scope of your rule and that should allow you to clone tickets between them. As team managed projects usually have their own set of custom fields, you may need to pay very specific attention to how you copy values into the right fields though.
