Create Portfolio

I want to develop a plugin in JIRA  where I can create Portfolio, Create Program,View Portfolio,View Program,MAp Portfolio to Program,Map Programs to teams, Hierarchy of user stories,User Tree Hierarchy Tree View for Portfolio,Easy way to create issues in hierarchy,PI setup also.

I want to use the api's of JIRA for that . I want to develop it in php language. IS there any way or api's for which I can develop the plugin in php. 

I will give you the detail description when you will confirm that I can do it in php language

Yes, you definitely can reach Jira and Portfolio API endpoints from a PHP application. Please consult https://developer.atlassian.com/server/jira/platform/rest-apis/ for available Jira REST APIs and https://docs.atlassian.com/portfolio-for-jira-server/REST/2.17.0/jpo/ for Portfolio Server public API. Please note, that Portfolio Public API is somewhat limited at the moment and doesn't allow you to perform all operations available via UI.
