Dashboard Activity Stream not shown to anonymous

Our Dashboard Activity Stream Gadget runs beautifully when logged in, but is not shown to anonymous visitors who see the rest of the dashboard gadgets

Anonymous visitors do have access to Issues but I might've missed a setting somewhere? Please advise
