Jira Webhook IP SSL?

I'm wondering if Jira webhooks don't get delivered to an IP-based server.

Does it have to be a domain?

ex) https://123.123.123.123:80 is it ok?

As @Mohanraj Thangamuthu Mentioned https with IP address might have an SSL handshake issue, better to use it with domain. But, definitely not restricted only to domain.

Hello, Good day. I believe you need to have the public domain as SSL handshake will have issues with IP address. Thanks
