Hello, I am not technical, commercial project manager, but I would like to setup Issue Tracking system on my AWS CodeStar where they have an option of linking Jira issue tracker on AWS CodeStar's dashboard. AWS CodeStar referring and generated a secure URL and asking me to insert this in 'Application Link' in Jira's Admin setting, I am on Jira's free account, Is this why that this features are only available to paid account? or simply I am on wrong side of wall. please can you help?

As already mentioned by @Steffen Opel _Utoolity_ the feature is available in Cloud Free instances and you can also get to the Application Links section by clicking on:
Settings (the cog icon on the upper right corner) -> Products -> Application Links.
Once this has been said, can you kindly point me to the documentation you are following to configure this integration?

I'm not aware of this being a limitation in Jira Cloud Free plans, so given I just didn't manage to regularly navigate to that section myself either due to apparent admin UI changes, let's just try the manual approach first:
If it's available, you should be able to manually navigate to the section by entering the following URL (with <prefix> being the team/domain prefix of your Atlassian Cloud site):
PS: I found this by using the dot keyboard navigation menu shortcut with the 'links' keyword btw., which still works in the Jira admin section it seems (though unfortunately not in many other areas of the Atlassian products, not even the new Jira issue view, despite working on the old one).
