I navigated to the bulk action section. There are four pages: Choose Issues - I chose 85 issues from one project. In the Choose Operation page, the options available are: edit issues, transition issues, watch issues, stop watching issues - I chose Edit Issues. In the Operation Details page, I don't see applicable choices, and that's where I'm stuck.
Is there a comparable action I can chose? The issues are no longer applicable, but I don't want to delete them.

In the first image you posted, directly below the blob text field, is the option "Change Labels". That is what you use to bulk change the Labels field on issues. You have to pick how you want to change the labels field (add another label or remove all existing labels and add the new one) and then also supply the value for the new label.

No. You just need permission to edit the issues in the project.
