I know I have the permission to view this page but still cannot access the page. I have admin rights. 

The ticket can be search using the "search for issues" using a keyword that is part of the summary. The ticket appears listed with all other tickets containing the keyword but when I click on the ticket on the ticket list pane the ticket number changes into "This issue can no longer be opened" and then seeing the error below :

This issue can't be viewed

The issue you're trying to view can't be displayed.
It may have been deleted or you don't have permission to view it right now.

@Tarun Sapra yes I have permission on the Project I doubled check but the issue still persist.

what about issue security scheme?

I had this problem, so I looked at the atlassian-jira log in <home directory>/log. It turns out I'd added a status property incorrectly, which was causing the problem, and had nothing to do with permissions.

Well, it does, indirectly, because the property was to do with permissions to browse the issue, but it's a case that very few people run into.

Make sure you have the permission in Project permissions as well as the "Issue Security Scheme"
