We would like to restrict the user in Assignee drop down to Project users only

There are multiple project in JIRA. We want to restrict the user associated to Project A not to be populated in Assignee drop-down while a user of Project B creates a New Issue / Bug

The assignee is limited to a list of assignable users by the permissions scheme. 

The current user has nothing to do with that list.
