Workload in Service Desk Not showing Open Tickets Assigned

I have a bunch of tickets in the Queue and they have all been assigned, however the Workload report is showing the total number for all agents as '0'. How does the workload report actually work?

the query behind an individuals report is:

assignee =john.smith AND resolution = Unresolved AND project = projectcode
