Do I need to keep Trello running in the background to get notifications?

I have a question about Trello's desktop notifications.

If I don't run Trello in the background like Outlook, will I get alerts and notifications?
Also, do I need to follow tasks, boards, etc. to receive desktop notifications?

Situation:
I'm using Trello Desktop.
The alerts aren't displaying properly.
