Manually Increasing Individual Story Point Capacity

Hello,

I manually updated how many story points are assigned to our team members per sprint. However, Portfolio says they are overbooked and can only do 5 SP/sprint. This is different than the average velocity of these team members who can do closer to 10 SP/Sprint.

Is there a way to manually change the capacity so that it is closer to 10?

If not, what factors go into calculating their capacity?
