I currently have multiple plans for each large project a subset of developers are working on, and I'd like to link all of the plans together into one master-plan for management to watch the entire company move forward under different plans/ have one place for transparency to see what every team is working on.
Is it possible to link the plans or do I need to create a new plan that contains all underlying epics across all the different plans I created ?

You should create a Program, which is a special type of plan designed specifically for this purpose.

Stupid question, but where is the button to create a Program ? Is it a permissions thing ? Or are there multiple versions of Portfolio and we just don't have access ?
For the life of me I can't find how to actually start the creation process.
