how do i create an initiative in my project?

I'm new to Jira Portfolio, and am looking for a way to begin incorporating an "Initiative" above Epic/Story/Sub-task. 

However, I don't see an option for me to create anything higher in the hierarchy, than an Epic. 

Is this due to my access-level to the project? I'm currently admin on one of the projects that I'm interested in creating initiative's for.

Does JIRA support any higher level issue types above Epic? I'm curious to know the answer to this as well.
