What's the point of Committing a team velocity change?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

So when a team has a velocity change, Portfolio offers it as something that I can sync to the Shared Team...however I don't see any other Plans using that team get updated as it seems like team velocities are not shared between plans. Any idea why Team Velocity seems to be something that can be committed?
