As you know it is currently in Beta and available on Jira Server only at this time; and as discussed on the post we do not have a clear timeline on a Cloud version release but detailed in the comment from Bree Davis (the Senior Product Manager for Cloud) posted on Dec 20th about the cloud version of portfolio:

We have loads of super exciting plans for 2019 - more news to come soon!

I would also recomend watching the Webinar linked by Josh Frank in the same post about the decisions in the difference in Cloud and Server versions design and features, on his comment on December 13th:

There's some good context in the beginning of this webinar we recently did about why our Server and Cloud products have some differences.

If Bree posted "...more news to come soon!" in December 2018 about Portfolio Cloud, I don't think it is asking too much in mid-March 2019 to at least be given a target quarter for the release.
