Not exacly. It depends on few things. Overall IE 7.0, 8.0 are officially supported but results of taking screenshots may be different. Below page is describing what is working and what is not on a specific brower and system.

There are also few notes at the bottom related to IE. Please read this carefully.
You can also check if you are not using inPrivete mode since this is disableing all extensions.

It's true that latest JIRA Capture release works only in IE9. Good news we're working on delivering a new release with support for IE10/11.
