Official Jenkins -> Jira Cloud integration

A few months ago, Atlassian has released their official plugin for integrating with Jenkins. This new plugin uses OAuth Credentials so it will work even for the Jenkins instances that are behind a firewall. This will allow Jenkins to push builds and deployments information to Jira via our public REST APIs.
