I'm trying to follow the instructions in this documentation: https://confluence.atlassian.com/questionscloud/administer-questions-738361807.html
But there is nothing called "Questions Customization" in the Confluence site administration sidebar. Has this been moved or how can the administrators get access to it?

This definitely looks like outdated documentation. You can get to the Customization for Questions from the System Administration menu:
Alternatively, tack on /admin/questions/customise.action to your instance's base URL.

Oh, you're on Cloud. Sorry - I shouldn't have assumed Server!
I took a peek on a Cloud instance with Questions installed and wasn't able to find the configuration either. Between Questions being rewritten as an Atlassian Connect plugin and the implementation of ADG3 (the new look and feel), it does look like the configuration page has gone missing.
I'll keep poking around but also email somebody at Atlassian that I know was involved in the plugin rewrite. Stay tuned!
