Change sort order of Attachments Web Panel

A customer needs to change the default sort order of the Attachments panel in the issue view.

Adaptavist ScriptRunner with the UI Fragment "Web Panel" seems like it could be used.

A preliminary approach has been to create a new Web Panel that write HTML gleaned from the built-in one, which works to some extent, but:

1. Manual upload (the "browse" button doesn't work

2. The panel doesn't update upon upload

3. The Icons would be cumbersome to get right, so I just settled on a generic one

If the new panel actually worked completely as the existing one, the old one could be hidden, but it doesn't, so a new approach is desirable.

Instead of steering possible solutions, I am asking for help to find both the approach and, possibly, the solution based on said approach, although I should be able to figure something out if helped to the best approach.
