Looking to leverage Jira and ServiceNow into one integration. I see the steps and a
rather than use - Exalate node for ServiceNow (costs) I would prefer to use an OOB solution. Any thoughts on this would be appreciated.
In my last company we created an integration OOB for SNOW to Jira Software integration. On the Jira side we utilized the Jira Webhook, API token, and Service Account or Jira User account with Jira administrator rights. All the heavy lifting was done on the SNOW side, as you will have to provide the Jira User, Jira API token (this has to be created with the account that you are supplying). Below is some documentation from ServiceNow that will help. It was time consuming simply because we ran through several scenarios like keeping it to one particular project but again this is all done on SNOW.

Thanks @Carmen Nadeau I was able to get with a peer who has created the connection before I am working out the flow in flow designer to create the issue using the project key from jira thank you for the link. I have added this to my toolkit.

The only OOB solution is the one that allows you to import assets into JSM and Assets. For anything else you would need one of the app in the Marketplace that can sync between the two or the integration that SNow offer, but that one you have to pay for as well.
