I voted for "Organizing content effectively".

For me it's not about what Confluence or plugins offer to organize content. It's more about defining what goes where in Confluence and keeping it that way while content grows over time.

Keeping control of a space structure is hard.
A simple solution would be to restrict the creation of 1st level (and even 2nd) level pages.

It is very challenging with the content growing. I personally am also not a big fan of the sidebar clicking all the expanding buttons. If you are looking to keep a simple space structure, you can also try sth like SubSpace to centralise the space-important content.

Thank you, @Yuze Li- Communardo for this insight. Fascinating results! It's clear that organizing content and finding information are top pain points. I wonder if those challenges feed into each other: poor organization making search harder, and vice versa. Could it make sense?
