Is there a way to let users add contributors to projects?

We've noticed in our organization that when project owners try to add contributors or followers (these users already have access to Atlas/Atlassian) they aren't able to do it. But I have the ability to do so. Is there a reason why some users cannot while others can?

Last year we didn't have this issue when I first set up Atlas; was hoping with the product being retired and in the new Atlassian experience this issue would resolve itself. 

Any guidance or tips would be greatly appreciated!
