Atlas Learning does not show up in Goal Update input form

I am noticing that when giving a Goal update, a recent learning does not show up in the input form. This behavior is different than when giving a Project update as the learning does show up in the Project update input form.  It would be nice to have feature parity here, and provide the Learning in the Goal update just like the Project update.
