Filter by "Not Following" does not work

Steps

1. Go to Projects and create a filter using not Following so that I can see all the projects that I am not following and then choose the ones I do want to follow

Actual results

1. I get projects that I am already following

Expecte results

1. Get only the projects that I am not following.
