How to connect Atlas Goal to JPD ideas?

Hi,

I saw the below example in Atlassian Cloud Foundation pre-courses, but I don't know how to connect Atlas Goal to JPD ideas. Currently, Atlas Goals can only connect to Jira issues with the same or higher hierarchy of Epics. Could anyone pratice this? Thanks.
