We create some delivery based OKRs using Atlassian Goals. The easiest way to track and understand progress for these is based on count of completed Jira issues that need to get done to achieve the goal. E.g., if there are 10 Jira issues, and 8 are completed, i am 80% done. In general, is there a way to create a Progress Metric that can update systematically based on the work being tracked in Jira to achieve the Goal?

Not possible within Atlas right now, but you can automate delivery-based OKRs tracking with OKR Board for Jira by Oboard. The simplified tracking view looks as following:
Some nice extra perks:
- ability to assign custom weights to your Jira work items, depending on their impact
- tracking that is adjusted based on your timeline (for example, if you have 10% at the beginning of your planned timeline it will be "on track", at the end - with "at risk" status)
- deep integration with Jira, so you can add OKRs into Jira dashboards, embed into confluence, use within JQL filters, etc.

This type of functionality should be available when Atlas API is released. I recommend voting and commenting on this issue with your desired functionality. In the interim you can use Jira automation to calculate progress complete with a custom field, Display Epic completion percentage on Jira Dashboard.
Note, you may have to incorporate OKRs into your Jira hierarchy to measure completion.
