how do you tag someone to a JIRA ticket?

Can you tag someone to a JIRA ticket? is this solely controlled by the person who raise the ticket?

To tag, someone in the Jira ticket, in the comment or description provided you have the permission. Use @username format to mention the user you want to tag.

Make sure, user is available in your organizations Atlassian Directory
