Bamboo OnDemand Won't Let Me Authorize Users

I can't give users access to Bamboo OnDemand. I initially set Bamboo up and the system defaulted to adding all current Jira developers to Bamboo access. Even though their names were in the access list, none of them could actually get to Bamboo, instead getting a generic "Access Denied" message. So I removed all of the users from the list and started creating a new access list from scratch. However, every user I try to add results in an error. For example, trying to add user "knemetz" I get "There was a problem granting user knemetz access to Bamboo. You may wish to try the operation again."

What gives?
