Bamboo Plan when PR created delayed or not created at all

Greetings,

I have noticed strange behavior such that Bamboo Plan for PR (configured to be created manually after detect PR as show below), delayed creating plan after configured 180seconds or not created at all. 

• How to troubleshoot and know what is issue
• And how to resolve it. Since I normally restart bamboo server and those delayed/not created plan now pick and created.

More inputs regarding the mention above challenge.

• Find another PR, past 40 minutes, no Bamboo Plan Created for this PR. Not sure how long will it take. 
• Looking to Bamboo Server, nothing there.
