Bamboo build fails at a deploy to AWS task (Remote SCP error)

I have a build in Bamboo that used to run successfully, but now stops at one point:

Failed to upload /usr/share/tomcat7/webapps, Remote SCP command had error: scp: /usr/share/tomcat7/webapps/target/api-1.0.0: set times: Operation not permitted
Copy Failed. Some files were not uploaded successfully.

After getting this error, I immediately git bashed into the AWS server and used the chmod command to grant all the permissions on that folder. I also checked the Bamboo permissions, and those are all good as well.

The SCP task that fails is set up in the following way: The correct AWS IP, username, key without passphrase authentication, Artifact set to "Local files", Local Path set to "**/target/*", and the remote Path set to "/usr/share/tomcat7/webapps"

Again, I have full permissions on "/usr/share/tomcat7/webapps".

Also, since the operation that fails is "set times", I WinSCP'd into the server and I can copy files in there just fine, and I can also use the timestamp prevention function that I read about.
