Bamboo, the on-demand version, does it build C# and .NET projects on its own, out of the box, using Atlassian resources on the cloud? Or, are we supposed to provide the remote machines that do the building?

When using the OnDemand version, Bamboo may only be configured to use Elastic agents which are Bamboo agents that are managed and executed within the Amazon AWS cloud. Because running AWS agents costs money, you must configure your own Amazon account to use with Bamboo and set up your own agents to do the building.
Atlassian provides a number of stock images that you can use with your elastic agents, and one of these is a Windows image with MSBuild (but not Visual Studio) installed, so it may be suitable for your purposes.
If you can't use the stock image, you'll need to build your own AMI and install the Bamboo remote agent software on it.

Instead of effectively saying "RTFM", it would have been preferable if you had answered "yes" or "no", and provided the manual link as backup for why. I'm going to guess that you're basically saying "development teams may provide remote machines loaded with Visual Studio" -- but that doesn't clearly answer whether or not Bamboo provides its own Visual Studio machines.
