Create a plugin bamboo

Can i do a service for user manage? i have do it with a plugin? this service exist?
I am doing a conector between bamboo and a external identity manager. This software is oim, it is posible?

Hello Paul,
Thank you very much for your interest. We have an Oracle Identity Manager (OIM) and we need to modify, create, delete, groups and users of bamboo from IOM (JIRA and Confluence is easier). we can do this? as we can? I'm trying with a plugin.
