I read in a comment that php was on the road-map. Just curious if we'd be able to use the cloud subscription or if we'd have to self host to be able to run PHPUnit, and a slew of other php tests.
If we can minimize the number of EC2's we have to maintain the better.
PHPUnit doesn't mean php support. The cloud version of Bamboo currently has only 3.7 where the newest version of PHPUnit is 4.4 and has a lot of features that our project requires.
Where is the Composer support?
I think that the cloud Bamboo is generally dedicated to Java development with little or no support for PHP projects.
You have freedom to use the cloud or self hosted offering for Bamboo. Both have support for PHPUnit.

Any on that, if we end up doing a self-hosted Bamboo, can it talk to our Atlassian hosted JIRA?

As long as self hosted instance is running over SSL with valid certificate you would be able to link self hosted Bamboo with Cloud JIRA: https://confluence.atlassian.com/display/AOD/Linking+to+Installed+Applications+from+OnDemand
