Is the agent UUID bound to the agent ID?

When connecting from a remote Bamboo agent a ID and UUID is needed. What happens if the UUID is already authorized on the Bamboo server but there is no or some other agent ID set? Will the Bamboo server authorize the agent even if the UUID is not related to the ID? Is there a relation between both parameters or could someone automatically approve new agents by using one UUID?
