My question is simply explained by an example:
Current Version: 1.2
Unreleased JIRA tickets for version 1.3 which have commits already: 5
Now if I want to only release say 3 JIRA tickets out of 5 for the next release, can I make it so that commits attached to these 3 JIRA tickets are the ONLY ones that are implemented in version 1.3?
In other words, can Bamboo release in such a way that only the changes from these 3 JIRA tickets are present in 1.3 and the ALREADY COMMITTED changes for the other 2 JIRA tickets are not included and their version changed to 1.4?

No, Bamboo cannot do it.
You have to make sure that the VCS branch for a given release contains only the tickets actually scheduled for that release.
