Can't Add User?

Hi,

I just upgraded our bamboo from 2.7.3 to 4.0. I'm logged in as an admin user but don't see any links to add users. My Administration -> User Repositories setting is set to "Local users and groups", yet when I click the Administration -> Users link I don't see any way to add a user. How can I add a user?

Ok, It always helps to post a question to a forum because as soon as I do I answer the question myself. In this case under Administration -> Security Settings I unchecked "Read-only External User Management?" and now I see the Add User form.
