Clone a plan in Bamboo

I use groups to give people specific access to different projects. For each project I have an admin group that should have admin access to project and a dev group that I want to give edit/run permissions for this project.

Right now for a person to see the create plan option they need to have admin privileges, is it possible to give more specific permissions to create a plan in a project?

I tried to use clone plan permissions, where I as bamboo admin create the first plan, but allow project-admins to clone this plan create new plans based on the clone, this does not seem to work unless I give them bamboo-admin rights.
