Is this supposed to work? MAVEN_OPTS="-Dspring.profiles.active=dev"

All I want to do is set the active profiles during the build plan.

Actually this varies according to the type of profile being used. Profiles can be explicitly specified in the Goal field, I don't think it will work using MAVEN_OPTS. Please have a look at this documentation for more information about this http://maven.apache.org/guides/introduction/introduction-to-profiles.html.
