why bamboo can‘t change language

Thank for raising this question.

Unfortunately Bamboo does not have multilingual support Bamboo is only offered in English idiom. There is an old feature request for this : [BAM-13988] Support multiple language translations in Bamboo.

Currently the only supported language for Bamboo interface is English.

You can follow. give your feedback, and as well describe your requirements for Bamboo in another language in the suggestion https://jira.atlassian.com/browse/BAM-13988.
