In addition to Sultan's comment, please note that email notifications will be sent to Bamboo user account emails - not to commiter (author) emails. You can associate an author name with a user account as per this documentation:

https://confluence.atlassian.com/display/BAMBOO/Associating+your+author+name+with+your+user+profile

If you still experience dificulties to configure the email notifications, please open a ticket on https://support.atlassian.com and provide screenshots of what you have configured and Bamboo logs.
