Add new user with write permission on repository

Hi,

I've added  a new user to a repository that I am the owner of.  I am not using teams or groups.  I can only specify "Read" permission.  I'd like to specify "Write" permission, but the "Write" button seems disabled.

What are the possible reasons for this?

I am on a "Standard" plan with 4 users specified in my plan (the new user is not listed there).
