Allow public read/write to a specific repo

Hello.

I'm trying to make one specific repository publicly available for both read and write. I found the 'public access' checkbox in the repository admin section, but what I've read suggests that that is read-only access.

Checking online seems to imply that the only way to do this is via an SSH. However, this documentation doesn't seem to be correct. There is no 'Server settings' section of the administration page. The documentation says "These options will only be available if the "Bitbucket Server - SSH" app is enabled". But when, following this documentation, I search for "Bitbucket Server - SSH", nothing relevant comes up.

How can I accomplish allowing public read/write access to a specific repo?
